Shri Sumit Kumar Singh is an officer of the Indian Administrative Service (IAS) who has been a picture of determination in his career, which is also a story of academic excellence and dedicated public service. By 2025, his story will relate how he led district administration through the tough times in the Indian Northeast.
Biography and UPSC Triumph
In the IA, S there are many officers named Sumit Kum, but what stands out is from Bihar’s Sumit Kumar, who, in his third attempt, secured d All India Rank of 53 in the 2018 Civil Services Exam.
Academic Excellence: He is an engineer, trained at the Indian Institute of Technology (IIT) in Kanpur, and as a result, he has technical expertise, which brings to his approach to governance a very systematic and problem-solving perspective.
Perseverance: In 2017, he achieved a rank of 493 in the CSE (which took him into the Defence Estates Service, IEDS), which didn’t stop him from also pursuing the IA, S, which he in the end did secure in 2018.
Another officer, who is that of Sumit Kumar (or Sumit Kumar Singh), is from the 2025 alloted group (which is to say 2024 CSE result, or a very junior officer). Also, we have as a 3rd officer Sumit Kumar (from the 2014 batch), who has held the post of District Collector in Chittoor, Andhra Pradesh, and Alluri Sitaramaraju (ASR) district. For the current and best reference, we put forth the officer who is in charge of a senior post in 2025.
Current Status and Focus in 2025
As of the end of November 2025, an IAS officer named Shri Sumit Kumar Singh has been the Deputy Commissioner of the South Garo Hills District in Meghalaya.
Key Role: In remote districts like South Garo Hill, the post of Deputy Commissioner is the most important administrative position, which also includes that of District Magistrate and Collector, and head of developmental agencies.
Administrative Focus: His role includes the administration of law and order, collection of revenue, and the rollout of social welfare and infrastructure projects, which in a regional setting of complex geography and logistical [logistical] issues.
In this case, we see the value he brings to the bureaucracy, which also reports that senior admin officials are sent to the periphery to lead grassroots governance and development.
