Early Life and Background
Savin Bansal was born in August 1984 in Haryana, India. From a very young age, he was raised in a disciplined and humble environment, which instilled in him the values of perseverance and public service. By 2025, at the age of 41 2025, he had become a very well-respected member of the Indian Administrative Service (IAS) cadre. He is married to Surbhi Bansal. Additionally, not much is publicly known about his parents’ background, but what is known of his past continues to inspire many UPSC aspirants from similar modest backgrounds.
Education and Academic Achievements

Bansal’s academic track record is impressive. He obtained a B.Tech in Mechanical Engineering from the National Institute of Technology (NIT) at Kurukshetra, where he did very well, and as a result, he was awarded a gold medal for heading his class.
Later, he pursued a Master’s degree in Risk and Resilience at University College London (UCL), which was made possible by a Commonwealth Shared Scholarship during 2021-2022, which was of great interest to him in disaster resilience, public policy and risk management.
This combination of technical and policy education has given him a systems thinking approach, which is key in modern governance.
UPSC Journey and Civil Service Career
Savin Bansal made it to the UPSC Civil Services Exam and, in 2009, joined the IAS, which was with the Uttarakhand cadre.
He placed 31st in the All India Rank, which is a result of his strong analytical skills and dedicated preparation.
His report card shows that he did very well in General Studies as well as other subjects, which in turn has provided him a strong base for his career.

Throughout his career, Bansal held many key administrative posts in Uttarakhand. As of 2025, he is the District Magistrate (DM) of Dehradun, which is a very high-profile position with great responsibility.
