Early Life and Education
Nishant Kumar was born on 15th July 1990 in Rajasthan.
He did his higher studies, B.A. (Law) program at the elite National Law University in Jodhpur (NLU Jodhpur).
From an early age, when academics were a value, Nishant built a strong base that took him into public service. As for his parents that is known is little, it is known that Nishant is married to Karuna and they have a single son.
His time in law school likely formed his perspective on governance, public policy, and administrative law, which in turn will have served him well in his later posts in the bureaucracy.

Nishant Kumar cleared the Union Public Service Commission (UPSC) Civil Services Examination in 2013, obtaining an All-India Rank (AIR) of 416.
At the age of 24, which was at the peak of his success, he did so — a very young age to become an officer, which in turn highlights his early dedication and preparation.
In the 2014 batch, he was assigned.
Over the past few years, he has had many administrative roles which have been of growing responsibility.

Since the time of his entry into the service, Nishant Kumar has held many roles, which speaks to his versatility and administrative skills.

- Assistant Collector (in training) in West Godavari.
- Sub-Collector, Tirupati.
- Project Officer, ITDA, at Rampachodavaram (which is in a tribal area).
- Joint Collector and District Magistrate (R&R) of Ananthapuram.
- Municipal Commissioner, Guntur Municipal Corporation.
- Collector of Parvathipuram Manyam district.
As of 2025, which is the present time, he is the Director of Excise and Prohibition in Andhra Pradesh.
He also served as Commissioner, Distilleries & Breweries, and as Managing Director of the Andhra Pradesh State Beverages Corporation Limited, reflecting the trust placed in him to handle the regulatory and commercial aspects of state excise.
Landmark Initiative: Prism 10 and Public Health Outcomes.

During Nishant Kumar’s tenure as Collector in Parvathipuram Manyam, he introduced the healthcare initiative Prism 10.
In a region that is home to tribal populations, has low literacy rates, and also has limited access to health care, in Parvathipuram Manyam, we see very high historical rates of maternal and infant mortality.
Under Prism 10: In Prism 10:.
- 29 mobile health units were sent to remote villages.
- In 282 community health centres, we had a “family doctor” program which provided for continuous primary care.
- We gave special attention to high-risk pregnant women and infants and tracked their progress through modern analytics and digital health platforms.
The results were remarkable: By 2024, we saw the Infant Mortality Rate (IMR) drop from 24 to 8 per 1,000 live births, the Maternal Mortality Rate (MMR) go down from 129 to 67 per 100,000 live births, and immunisation coverage jump from 48% to 97%.
For this work, the government presented Nishant Kumar with the Prime Minister’s Award for Excellence in Public Administration in 2023 in the ‘Innovation District’ category.
This affirmation of his efficiency also notes how large-scale governance changes have improved public health in marginal areas.
Role as of 2025.
In 2025, reports state that Nishant Kumar will serve as the Director of Excise and Prohibition in Andhra Pradesh.
In this role, he is in charge of issues related to alcohol and excise duties as well.
His responsibility also includes that of the Commissioner of Distilleries, Breweries, and Managing Director of the state Beverages Corporation (at the time of his tenure), which includes regulation and revenue generation.
Given his experience in district administration and public welfare, which the state government has put forward, this shift is a mark of the trust which he has earned over the years.

Nishant Kumar has a very private personal profile.
It is known that he married Karuna and they have a son.
His journey out of being a law student in Rajasthan to becoming an IAS officer in Andhra Pradesh, which is what puts into play his dedication, hard work and commitment to public service.
