Neha Giri was born on 11th January 1985 in Uttar Pradesh.
She obtained a B.Tech in Electrical Engineering from B.B.D.N.I.T.M., and also got an M.A. in Development from IGNOU.
Her background, in which she studied technical as well as social issues, formed the base for her to enter public administration, which in turn gave her the tools to address issues of infrastructure as well as social issues.
UPSC Journey and Entry into IAS

In 2009, Neha Giri passed the Union Public Service Commission (UPSC) Civil Services Exam to take the All India Rank of 77, which she did at the age of 25, also joining the IAS in the 2010 batch.
Her selection reflects strong performance: In 2009, her UPSC score card (which is public information) reports a total of 1022 in the written paper and 195 in the interview, which sums up to 1217.
While specifics of her field of study or number of attempts are not made public, what is put forth is a testimony to her academic background and social administrative experience.

Approach, Values and Reputation

Neha Giri is a proponent of open and honest administration. In her time as Managing Director at the Rajasthan Medical Services Corporation Limited (RMSCL), she pushed for transparency in what we do and how we do it, reported to have put the Preamble of the Indian Constitution right forward in her office as a daily reminder of our equity, fairness and constitutional responsibility.
Her social justice advocacy came to the fore during her term as district collector when she took a stand against caste based discrimination. In a report out of a Rajasthan district, as a collector, she drank water which was offered to her by a woman from the Valmiki community, which at the time was a lower caste, a symbolic act which fought the practice of untouchability.
Such action put her forward as a model of a police officer who doesn’t back down from social issues and who, in turn, works towards the dignity of all citizens.
Recent Developments and 2025 Context
In 2024 and 2025, Neha Giri has been very much in the admin role. She took over as MD of RMSCL in early 2024 and then took on the post of State Mission Director for Rural Livelihoods, which is a mark of trust in her leadership of the key state welfare and health service sectors.
In 2025, it is reported that a charge sheet was filed against a senior RAS officer for delayed medicine procurement, which brought to light and put a focus on bureaucratic oversight.
The press reports also bring to light that RMSCL put out a very large tender of 343 crores without government go-ahead, and also brought in an investigative committee.
These changes also present that while she is still in key posts of influence, her administrative decisions are out in the open to public and government analysis, which is an element of the overall accountability in the public service.
Personal Life and Background

Although born in Uttar Pradesh, Neha Giri has built her career in Rajasthan after joining the IAS.
She is the wife of another IAS officer, Inderjeet Singh (Rajasthani cadre, 2010 batch), in a case which the media reported on a rare “collector couple” that they saw at that time.
In terms of what is made public regarding her parents’ and early background, we don’t have many details, but what is clear is that she went from doing engineering and development studies to a very senior level in the civil service, which speaks to her ambition, perseverance, and sense of duty.
Conclusion
In total, what we see in Neha Giri’s biography up to 2025 is a picture of a very dedicated, educated and socially aware civil servant. From early academic success to a varied career in government, from symbolic stands against caste-based discrimination to hands-on roles in health, livelihoods, and rural development, she is a picture of what is possible in public administration in present-day India.
