Early Life and Background
Gaurav Goyal was born on 5th of January 1984, in Sikar, Rajasthan.
He hails from a modest family: His father is Ramesh Agrwal, and his mother is Ranjana Goyal.
By 2025, he will be 41, which is also the year he grew up in Sikar, where he later moved to pursue higher education.
In a small-town setting that was his home, his family’s academic support fostered the growth of his public service ambitions.
Education
Gaurav’s academic path saw him do very well in the fields of economics and public policy. He received a B.Com (Honours) in Economics from the University of Delhi, which gave him a base in analysis and economic theory.
He completed a Master’s in Public Policy at Indira Gandhi National Open University (IGNOU) in New Delhi.
This mix of economic and public policy knowledge gave him a background which was very useful in the civil services, which at large deal with decision making, governance and strategic planning.
UPSC Journey
Gaurav Goyal, in 2005, passed the UPSC Civil Services Exam, which he also did in one go, and secured an All India Rank of 10.
At that time, he was 22 years of age when he joined the 2006 IAS batch, which was of the Rajasthan cadre.
He got 127 in Essay, 154 in GS-I, 140 in GS-II, 184 in Optional II, 184 in GS-III, 157 in GS-IV, which totals 1,099 in written, and 220 in the interview for a total of 1,319.
This is the result of his great preparation, clarity of thought, and in-depth study of general as well as optional subjects.
Career and Key Postings

Gaurav Goyal has held many challenging positions in his administrative career, which also included time in Rajasthan.
He served as a Collector and District Magistrate in the likes of Kota, Ajmer, Jodhpur, Bharatpur, and Barmer.
He also served in leadership positions, which included that of Managing Director at RIICO (Rajasthan State Industrial Development and Investment Corporation) and heading the Rajasthan Skill Livelihoods Development Corporation (RSLDC).
In addition to his role in district administration, he was also Commissioner of the Jaipur and Jodhpur Development Authorities and held key state-level positions, which included Secretary to the Chief Minister and Secretary of Information and Public Relations.
As of 2025, he is a member of the Lok Sabha Secretariat in New Delhi.
Previously, he was also appointed Secretary to the Governor of Rajasthan, which was a part of a larger-scale reorganisation.
Personal Life
Gaurav Goyal is tied in matrimony, which is a fact, but the public doesn’t have much information about his wife or his private life.
Through the stresses of his bureaucratic career, which he navigated professionally, he had at home a different persona, which was very much balanced with personal life issues. As for his parents, Ramesh and Ranjana, who, at times, were in the public eye, in 2015, they reported being victims of an armed robbery.
This tragic event made it into the media and also brought to light some of the private issues which his family has had to deal with.

Gaurav Goyal is well-known for his efficiency and reform-oriented approach as an IAS officer. In the reports and profiles of him, you will see his success in handling complex administrative issues, putting into action development projects, and running organisations with great clarity.
